Should the rear axle and bolt spin with the rear wheel on my vivacity 125? Ive not been able to find out any info. Any help would be appreciated. Im not sure if this is supposed to happen or if my ped is damaged

Yes, it should turn with the wheel. Your back wheel is bolted to the output drive shaft of the gearbox that is the rear axle. Your scooter is AOK.
