Then it will already be registered so you will have to send off for the log book and pay something like £25. However I wouldn't buy a bike without a logbook as it's a pain in the arse. The log book takes ages or doesn't turn up and it's very easy to get scammed.
i have the same problem with a frame i have i dont know if its legit so ill take it round to the cop shop and ask them to check the vin. ive done this with a crosser me and a mate found and we were told it wasnt nicked so we could keep it if it wasnt claimed.
anyway id ask him for the reg number if he has it.
is it a 50 or 125 frame

As Terro said above, more like 6mths. My mate brought a peugeot 106 from a dealership, they didnt send off the logbook or it got lost. My matey had to pay £25 to the DVLA and had to wait a little over 6mths before it turned up, it sucked too because he couldent drive as the tax was out of date & you need the V5 to get road tax.
Even worse, he paid upfront £1800 for fully comp insurence and hes not been able to drive for 6mnths.
you CAN however tax at the same time as applying for a logbook if you go to your DVLA local office.
personally i'd risk it, send off for it and if it's nicked you lost £25, if not you are sorted. plus frames with a dodgy history are usually written off as a loss and many can have a change of owner if you can prove you are an innocent party. get a receipt from the previous owner too, you can claim your money back if there's a problem.
it's usually 6 weeks max, they have to write to the previous registered keeper, if he/she doesn't claim it within 4 weeks then they send you the logbook.
