If main jet controls the air in the carb why do i need to change jets if i can adjust the air from the air screw?

Main jet doesn't control the air in the carb, the air mix screw controls the air to fuel ratio flow through the carb.

Main Jet controls fuel flow from around 3/4 - full throttle. The air/fuel mixture screw only effects the Pilot Circuit, which means that it only effects idle - around 20% of throttle.
Have a dig around the tuning sections, plenty of jetting guides on there
with 3 turns out(not full turns) its like struggling at 1/4 throttle but runs great when i open the throttle more than this, so i screwed 1 more turn out and was running great at 1/4 but after riding a few mins the spark plug was getting oiled too much.Do i need to rejet the carb?
