Question About Painting Plastics

I was wondering if there was a way I can get the paint to take without wet and dry sanding my footboard and it feel like it's going to break under the pressure as it has lots of cracks and chips, it looks out of place at the moment as it's purple and the rest of the scooter is Blue/White/Black. Any help is appreciated, thanks.
