no power when pulling off

i bought a four stroke Chinese scooter yesterday and i have to push my self off the line to go anywhere the revs only go up 2 2000 rpm when standing but wen i finally get going it hits 40mph easy, its getting 2 15mph that's the problem any help is greatly appreciated thanks in advance steve

it was 57 plate 2200miles on clock and mot for 6 months and the main reason it was 140 pound lol

maybe clutch need replacing?

that's what i thought the clutch springs gone weak and biting to early so not enough revs to move from still but a neighbor of mine is a mechanic and reckons carb but don't really trust him so im here lol

i just looked at clutch and noticed its drive belt looked dodgy so i looked up the rite 1 for it and its the wrong 1 could that be y?

the 1 it should have according to Google is 18-30-669 but the 1 on it is 729-17.5-30 could that be the problem?
