I think I may have found the problem, the guy at ped parts said you need to connect the vacuum pipe to the carb so the fuel can travel from the bowl to the jets and when I just connected it wasn't allowing petrol to come out at out of the petrol pipe. I blocked the vacuum on the engine as well, so could someone tell me why there is no vacuum on the carburettor nipple hole, that's the problem. Thanks for everyone's help so far [emoji51][emoji51]

How do you know fuel isn't getting to the engine ?

Because petrol isn't even coming out of the fuel line

If it's not coming out of the fuel line how is it filling the float bowl ??

Basically I got a bit confused about where I put the lines and I accidentally blocked the carburettor vacuum nipple instead of the engine vacuum nipple

ok the video, just connect the vacuum pipe to the engine where you feel a pulse of air.

see that nipple ontop of that carb for the vacuum line dont worry about it... grab some fuel line and heat it up so it melts then squeese the melted part so it forms a tight seal, cut that sealed bit off and pop it over that nipple on the carb .

vacuum pipe from engine to the fuel pump ,
fuel pump outlet pipe to the carbs inlet nipple for fuel ,
leave the oiler pipe connected to the manifold where it is now.

give the scooter without the ignition on three to four kicks ....... keep off ignition .... undo the small screw at the bottom of the carb so the float bowl drains the petrol out , does petrol come out of the drain pipe ? if NO you dont have the fuel pipe connetced to the right nipple on the carb. if fuel does come out of the drain pipe, tighten the screw back up. kick the bike four times to charge up the float bowl, turn on ignition and kickstart the bike, it may take a few kicks before it catches.

Now if nothing happens .... i want you to check the fuel pump is working correctly. remove the fuel pipe from the carb and put it into a plastic tub , leave the ignition OFF and kickstart the bike a few times, you should see fuel dribble/flow from that fuel pipe to the plastic tub. again this may take more than a few kicks to prime the pump before it starts pumping. if fuel does not dribble from the pump line to the plastic tub remove the vacuum tube, block one end with your finger and blow through the other if it leaks it wont work so it needs replacing , the vacuum pipe MUST NOT HAVE any splits holes or leak otherwise it wont have pressure to pump fuel.

The fuel pump worked perfectly with the old carburettor so I don't think it will be that, but I'll let you know later how it went. Cheers.
