gilera runner 70 is as fast on quater rev than full?

ive got a gilera runner 70 2000 plate its got
malossi mhr
malossi mhr pipe
stage 6 reed block
stage 6 straight manifold
kehin 28mm carb
lightened flywheel
malossi overange kit
malossi front pully
pm tuning clutch bell
malossi gear up kit 15 38
pm tuning crank
minor porting
pm tuning big red filter
and it is brand new parts just trying to set up now
and if u wind on full it responds the same as winding on quarter rev but some time its set off okay its just like all noise no go

Bloody hell a 28mm Carb! I have a 24mm Carb on mine with a MHR Rep kit & Yasuni C16 Exhaust and that drinks petrol quite severely. I would imagine its something to do with your carb set up

Could be running too rich or your belt may be slipping?
