Sounds like your batteries flat, take out and charge it up.
I think that tube is to drain your carb, then should be a screw on the bowl of the carb at the bottom, try tightening it up.

I've put lighter rollers in, runs fine now. It dont go as fast as it did but prob just the pipe. Its running rich atm, i only had a 68 or a 76 so...
What else have you got on it? What size carb ect.
