With voltage test on main leads going to battery (while connected) it reads 12volts while off, turn it on goes down to 11... if i rev it it goes...

Get your hands on a voltmeter stick it on continuity test (Beep test) Put your live on cable going to battery live and stick earth on some bare...
So i got my ped running sweet hooked up lights and stuff whenever i turn on lights the engines almost dies and dies at traffic lights sometimes...

Your running too rich i would use the right carb or its gonna run like a pile of crap unless you really know what your doing a tip is if it cuts...
