The shock spring is quite rusty , and i think the oil seal has gone but been trying to find the seal on scooter-center and scooter-attack but no luck.
i would say u need new forks or if u can rebuild them do that , the allenkey bolts are to hold the fork legs on.

ive seen a couple post's from heads on here saying if u fit a l/c stator plate cdi and zhaust it opens up the power a lil bit more and gives more...

got a nrg throttle from ebay is there ment to be a spring in there so it snaps back or dose the throttle use the spring in the slide for that....
