The circlips are for the main needle height adjustment, nothing to do with the float or float needle. You can see one of them as a separate part...
Keep at it, I'm also a parent on a learning curve with twist and goes, to think a month ago I didn't know what a variator was lol. You'll sort it...
If the float isn't stuck, maybe the needle is stuck open? If the float and float needle are working fuel should not fill the carb and just flow...
