i got told that and the guy removed it upjeted carb and went 5-10mph faster :S
thick paper? i am not going to say yes or no but id reccommend getting proper gasket, just try that with spark plug first cause might start
as with jetting its a trial and error game so always best to buy more boxs of jets and start high then work down. Id rather spend more on jets...
yes you must have gaskets on other wise can cause air leak which can result in either not starting, aswell as it not starting do wat ramo said but...
100+ seems big for a 21mm carb normally most of time they run smaller jets? (might not be correct but thats why ive been told)

ahhh easy problem to be solved, Find your idle screw on the carb (tell me if you dont know wat this is ill try help more) and turn it half of turn...
When it cuts out is it fine on tick over? wen does it cut out low revs or high revs?
is the cutting out a different problem or did it do that before the electrical problem?
With the air filter if you take it off theyre should be a brass plate sat between the carb and air filter intake but removing this means upjetting...
