Mainly Jet size, then use the needle to fine tune... be aware that it may be bogging due to lack of fuel also.
Trace your throttle cable back and wind the adjusters all the way out, do the same at the carb end. Then work back and wind them in so the tension...
If your carb has the inlet and outlet for the carb cooling circuit then connect it up, if not just use one hose and bypass it as you mentioned....

Sounds like the choke cable is incorrectly adjusted. Best bet is to wind the adjusters all the way in so there is no tension on the INNER cable,...
