I think you need to get yourself a measuring jug from your local scooter shop/ebay and mix at 4% to start with, you may be able to drop to 3 maybe 2%.
Yes, it's a cheap crap belt and you can't get a good after-market one! Just fit a new belt and don't thrash it as much.

That panel has nothing to do with cooling, the only air that passes over the head/barrel is what is supplied by the cooling fan on the flywheel.
