The std carb will work fine with a 172 barrel, lots of low down torque.
You need to use rollers that work for you and the scooter, there is no set weight.

As most Piaggio 50 2t engines it should be 46Nm if I remember correctly.

On the white plastic float there is a tiny metal part that pushes on the needle valve, carefully bend it up to shut petrol off at a lower level.
You feeler gauges are imperial old school, get a metric set.
