Put the std carb/airbox on it!

Is the exhaust blocked? Try it by leaving the exhaust nuts loose at the barrel and try it, yes it will be loud but it will tell you either way.

Uk hasn't made a scooter since the 1960's! Piaggio/Gilera/Vespa are from Italy, Honda/Yamaha/Suzuki are from Japan.
Why? Every scooter on the road is an import, your Gladiator will eat drive belts if you fit a 180cc barrel, even in std trim they shred belts.
A std 50 typhoon does 30mph so your's is de-restricted.
I agree with what you say but I always run a little rich on the oil pump on all my 2t scooters.
