Yes, tick-over= idle, and yes that could be the mixture screw, that is an old scooter, the pre-leader engine was lovely motor I no cos I had one...
I thought it was a bit suspect from Jonnymarrw00t, April 1st etc but we do get lots of silly questions from members that i just can't bring myself...
That's the tick-over screw, the mixture screw is probably on the other side and does not stick out but sunken in to the carb body.
Leave the std air box on if you want it to run properly!
The mixture screw will be approx 1 1/2 turns out, set it to suit when it's running same as tickover.
Is the lx fuel injected? (I'm not 100% sure) If it is then Piaggio had a recall to fit new fuel pumps on gt/gts's, it could be that! Valve clearance?

Have you fitted the nylon bushes right? The steel spacer needs to be slightly longer through the nylon bushes 1/2-1 mm or it will lock it all up...
Any of those scooters will be fine for what you want it for.
It could have a spacer in the variator and possibly a restrictor in the carb top stopping the diaphram from opening fully!
It's the starter motor bendix that's knackered, it need's a new one!
