The water pump on an NRG is in the centre of the cases and driven off the crank by belt on the left-hand side, check to see if belt is ok, trapped...

As there is lots of measurements on different scooters, as long as the final drive gear is just dipped in the oil it will be ok, it will throw oil...
The small white tank with large pipe from petrol tank is the header tank, this is fed by petrol pump from main tank then is gravity fed to carb...
A couple of slim M8 plain washers between caliper and mount will sort that!
Who ever fitted crap roofing bolts in the brake caliper want's a kick in the arse, fit some proper m8 bolts!

A 190cc barrel yes, possibly a pm pipe and that's about it.
Any scooter will start with either brake pulled, you must have a problem.
Try a big jet first then work down, the plug need's to be a nice dark chocolate brown to black idealy.
Both should work!
You already can just use the back brake to start it up, there is a brake light switch on both levers and if there isn't then there should be so...
The SYM or Kymco brand is well worth a look, a 125 will be perfect for what you want, Taiwanese not Chinese very very reliable and no where as...
Just check round for any loose bolts etc.

As you say, probably crap in the jets. I think I have a genuine piaggio workshop manual for a gtx ? I'll have a look.
