Is the "little cogged wheel" on the flywheel side? If so it could be the one way starter clutch, they brake up and the springs collapse.
I don't think you'll get much more with a new belt n rollers, these are restricted in the CDI to stop them over reving and blowing up!
You'll need to check the plug colour to see if it's running rich or not.
You might need to try a few more roller weight's to find out what work's for you, are you big boned or 7 stone wringing wet? Trying different...

Read about it on the site your ordering it from, if it's the usual site then there is a shoot out on most pipes available on the market.
Most nuts/bolts all over need removing, copper slipping, carbs usualy need adjusting, valve clearance to tight.
This type of scooter needs a thorough PDI and building properly, various things need looking at and adjusting before riding it!
You'll find it at the back of the engine case near to the rear wheel axle, right at the very end of the case.
