Make sure the choke is working first of all and if it is, start it up, get it warm and adjust the mixture screw a little at a time until it tick's...
A top end rebuild would'nt hurt it, a 172 cc would fit but the crank is not the same as later models, I don't think you would get a crank...

A 25mm Dellorto would work fine. Is the 150cc barrel common in Bulgaria? In the UK it's very rare as they were not officialy imported.
I'm sure they will be fine, some people might say to change them while the engine is being rebuilt, your choice but I'd go with the 500km...

The fan should not be modded as you say, make the pipe fit round the cowling.
The fork bottoms are also different to nrg, uses different spindle.
A SYM citycom or Joyride 125!

No it's completely different, the brake isn't a problem but the wiring is all wrong, engine mounts wrong but people bodge them in anyway.
Your best bet is to buy new, any second fork's will be shot, there only £200 ish .
