As long as the spindle nut is tight and don't bang it up-down the gears, using the gears to slow down,it will be ok temporarily.
This is not restricted in any way, it's not a desirable /tuneable scoot so I dought theres any go-faster parts.
Ask the seller to take it to a scooter shop for them to have a look at it !
Early Lambretta's used shim washers at the little end to stop side-side play, I suppose you could try the same thing making some light weight...
Use the std carb with a bigger main jet.

There is a genuine alarm for the runner, I would fit a Datatool Demon alarm as it has easy fit 2 wires,very loud. Don't leave it out in the open...

No, undo any bolt and put bolt through eyelet and tighten up, just like he said upstairs from me !

Stick with the std weight rollers, lighter will make it rev higher before it pull's away.
It's the registration number that's the problem, if you did/could re-frame it, it would use the 2008 number, any vehicle uses the chassis/frame...
I think it would be to much hassle and too many questions with dvla to do this !
