Up the main jet, adjust mixture screw to suit.
Is it a cv carb or std slide type? Unsure of pilot size on either but slide carb would be around 96-100, 5mm main jet.
Fowlers of Bristol or AJ sutton for genuine parts.
Buy and fit a genuine belt asap, check the reeds to make sure there closing properly.
Blank both off !
I for one don't understand what your saying or mean ? What bike? If you have a simple petrol feed to the carb, then block off all take-off pipes...

Yes you can but you won't get the best results out of the barrel !
