Being a 98' model it's old in scooter terms, is it a CV type carb? Could be diaphram gone hard ? worth checking ! Or valve clearance :D

Check the earth strap, engine to frame L/H side and as Stevep said bad connections. And yes the Piaggio clocks are shite for corrosion.

Drop the forks out, steering stem is usually in the same plane as fork legs, try Chinese motorcycle parts online. If it's the frame then throw it...
It might of sheared flywheel woodfuff key, take it off to inspect it.

If you basic car stuff, then you'll know basic scooter engine stuff. There the same if it's a 4t or take it to a repair shop.
Valve clearance if it's a 4t.
There's only two pipes, petrol feed and vacuum pipe.
Don't put an L/C ignition on an A/C engine, ignition advance is different. Keep it all std and enjoy it !
