Choke stuck on ?
As it say's, it only turns one way, if it's damaged or worn just buy a new one.
To be honest why bother ! iIt will go round to 7000 rpm and sit there being an auto.
It's a "sprag" one way clutch, engages with starter motor.
Never seen one before !
Is there an air leak off the egr valve pipework ?

As skuba say's, the 120/70 is width/ profile (sidewall) of tire, it's only a 10" so a 10" tube would work BUT ! I'd only ever use one if I was...
If it's a 2 stroke then the 2t oil is the engine oil !
No problem at all but as with any scooter, don't ride it on the stops all the time !

While it's cranking over, open throttle slowly. worth a try. And check valve clearance as they are often to tight.

While the tires off, get a new valve fitted, get one from kwik fit !
Get the tire off, wire brush, rough paper the inner rim, give it a squirt of silver paint or take it to a tire fitting shop and ask them to run...
