I use a cone shape piece of plastic to go over crank.

I didn't think they were injected in 2010 ? They were auto choke and needed 5 mins or so to let them settle.
Get yourself a Haynes manual on chinese scooters, you'll find all info you need.
Runs well when low on fuel ? is the petrol tank vent or petrol tank cap blocked ?
You need chain tensioner in to check cam timing, but fit it last on a build !
With piston at top dead, cam at 4v mark with slack out the cam chain (fit chain tensioner last) it should work, have upjetted carb for the 200cc ?
And use a bit of threadlock on variator nut !
Idle screw all the way in will increase tickover !
Try another spark plug, i had a new plug out the box that was a dud, 3 days arsing around checking everything !
In scooter terms it's ancient but the exhaust off a newer model should fit, if it's not 100% the same just cut and weld it so it does fit !
Most 2t stator plates only fit on one way, If you have a dial guage then it's easy, you don't need to know mm, just 17* btdc.
