Get the piston to t.d.c and cam on back of lobes and your there. Ignition can't be altered due to stator being fixed.
And if it is the correct carb it must have vacuum union on it.
Carb's are cheap so you'll have all the unions that you need.
Get yourself another carb.
The petrol pump under the main tank needs a positive/negative pressure to work, that's why it's taken of engine case under reed block. Small...
The small petrol header tank has a vacuum union on the carb, petrol pump under petrol tank is taken off the engine case just under reed block.
You don't need a rev counter, there should be an adjuster on the pump cable to richen it up a little.
Is it efi or carb model ?
Use heavier rollers, has it got the correct drive belt?

To be fair the drum brake works fine if set up and working as it should. Plus it looks right with 10" wheels.
