Check if you have water shorting temp sender or wiring to it, take wire off sender to see if light goes out as sender could be faulty.

Strip motor, clean and lube it. put a set of mole grips on shaft teeth and pull off tin cover.
Have a look for a Peugeot 100 to see if they look the same, you may have to use a 50cc if you can't find a 100cc.

ECU is a rev rpm limiter, was there a spacer on the front pulley ? EFI models are very restricted and it maybe all the speed it will ever do ?
