I'm guessing you completely cleaned out the carb, changed the fuel tap, checked over the fuel pump, etc. When a bikes been standing a lot goes wrong.

If it was running fine why did you clean it all out? Petrol does that when it's being used. The bike will splutter when cold and at low revs.
