You need to see if there is a wire going into your transmission. Google "Chinese 4 stroke scooter derestriction" there will be a video I'm sure

OK The restriction is electronic via a wire to the Cdi coming from the transmission case, or the cdi has a built-in rev limit

Do it. If the motor is trash do a 4t motor swap.
Hmmm... So you have an AC pulse to the cdi? Does the coil get a DC pulse? Check the ground from the coil for resistance too.
Look to see if it has a carb or a fuel injector/throttle body. (Google 50cc scooter carb if you don't know what they look like)

The 125 is a leader engine, same as a runner etc
Also fun fact, if you use a 4 stroke Honda cdi, your Peugeot will start and run backwards...
Start with the cheapest thing first. Top tip from a mechanic there.
Try a totally new spark plug, not a used one. Sometimes it's as simple as that
