Yes, the restriction on the exhaust is where the exhaust bolts to the cylinder. Take the exhaust off and you should see it, a sort of cone shape...
The starter is a common problem on these minerelli motors. It's normally the lead itself attached to the motor, it gets so much road dirt on it....

How does it work if you have a crash there with no insurance? It's probably worth putting new front brake pads in, just so you know it will stop...
The mixture screw is probably why it idles fast.
You can't change the engine oil on a 2 stroke. Unless it's a 4 stroke, but I don't think the 50 speedfight came as a 4 stroke
Yes. Good quality 2 stroke oil, like Castrol, or motul. Ideally fully synthetic

You will need to buy one, and probably a pump and oil pipes etc. I wouldn't recommend it if you didn't know where to look for it....

Yeah. Let it warm up, use good oil. Wash the salt off in the winter, you should be good for thousands of km.
You connect it straight to the battery. The battery should charge when you ride.
