Yes the panels are basically the same, apart from being black not grey, and not having a light switch ON/OFF placement like the very early ones had.
After 2001 it must have a readable VIN plate, it doesnt need to be brilliant, and can be restamped, or on a metal plate rivetted to the frame......

Yes i see they have included a relay, but what youll find often happens with it set up like that, is the relay will keep flicking and arcing out...
Yes it will fit, but chances are 95% it wont work without rewiring as when at low rpms the AC voltage wont be stable enough to keep the ballasts...

You want a multimeter to do the checks... Green wire to CDI should be earthed with ignition off, but NOT when switched On. White to Green wire...
Youve eliminated most things already... assuming the parts you fitted were new or known to be definately fully working. Check the CDI...
Pirelli Diablo scooter... or pilot sports.
Its either gonna be a earth leakage on the green wire at the CDI, normally caused by a chaffed wire somewhere or a knackered ignition switch....
