TBH I'd stick all the neons/LEDs through the same fuse as they won't be using much power. And depending what you're gonna power off the lighter...

Yeh you should, though most of the time it'll only say how many watts it is, so you have to use ohms law to work out amps. Amps = watts/volts....
You can get cheapy inline fuse holders for £1 or so at maplins etc. IMO a better option is buying a blade fuse holder/box, 4way...
The ebuyer neons are fairly cheap and are easily broken if dropped. It's the same neons that are being sold on ebay etc for 2/3 times the price!...
