Yes it should govern the speed down enough, not sure where you'd get one though.
It's easy, just take careful note of what goes where such as connectors for the electric choke and vacuum pipe and fuel pipe, throttle cable ect.....

How have you checked for no air leaks? Even the smallest hole or split in the manifold could give these symptoms

Could be running lean, choke will richen up the mixture. Could also have an air leak.
Could be running too rich or your belt may be slipping?
Yep, just been out and tried upjetting from 90 to 94 main jet and bled the system again but still no different.

I've tried up jetting it and didn't really make a difference, I'm running a 90 main jet with standard air box and 17.5mm carb. Sound about right?...
