Did you over fill it? Also check all the oil pipes are secured correctly. Try and trace the leak.

The rule usually is if you can feel the score with your nail then you need a rebore and new piston, if not you might just get away with it.

Electrics isn't my strong point but I'd say get hold of a wiring diagram and just try and route through it and make sure it's all wired up correctly.

The main restrictor will more than likely be in the variator, the centre bush/spacer might be the type with the restricted washer as part of it....
Doubt you'd ever get them the same day but they are usually pretty good at getting them to you the next day, well that's from my experience anyway.
The sym jets engine hasn't got the best tuning capabilities as other engines, for example - minarelli or piaggio engines.
Fix the choke, re jet the carb and get a standard air box then try it. It's never going to work as it should with all those bodges.
Clean the carb out and put a NEW plug in

Try it, you might just be surprised. Had this problem too many times where a plug is sparking but just won't ignite the mixture.
Have you tried a NEW spark plug?
Could be that, check the oil level if its leaking
