I do not know of that type of pump having a cable to it. Did you get the scoot with the top of the pump missing ?
have you got a cable already to your old pump ? The first photo pump does not have a cable as it relies on the revs to put more oil in the engine....

OK If I was you take off flywheel,stator and cover casing and check pump drive gear as these are plastic.
try using a small piece of wire to see if the vacuum hole into the carb is open
