i have seen it done before on a few typhs and nrg's, in therory it should work because its still forcing air through the hole onto your cylinder...

Sounds like the clutch springs/rollers and needs upjetting when a pipe is fitted....
Should always upjet when a pipe has been fitted. clutch springs sound soft aswel.
if your going to get a 70 kit i wouldent bother getting a 17.5mm carb you should go all the way and get a 21mm carb it will save you money :D
