Tbf if you've gone from a 12mm to a 17.5mm carb and a 70cc kit with a insert filter your probably drawing in way too much air at full throttle....
Things to check for fuel starvation would be the operation of the vacuum pet cock (if it has one, I know piaggio do), float height or the needle...
With mine I couldn't get it to idle correct unless I ran it off the main jet with the air screw completely in otherwise it'd bog on full revs....
Not sure if it happens when keys not in and turned on. But if key is on when you attach battery you have a short (live and earth touching)...
Don't remove the plate unless you're rejetting or upgrading it. The brass plate directs air flow to the pilot circuit etc.
