That carb should help the 70cc quite a bit! Make sure you jet it correctly though! Good Luck!
Hopefully will be the relay for you? Have you tryed with a diffrent battery?
Just don't snap all the bolts off in there! try with wd40 and leave it and then try again could also try with a small blow touch
