The engine needs to be running, the lights get the power from the stator and not the battery

But If i have a battery dont the left and right indicators for example get power from the battery because on my 4stroke zip i could use them with engine powered off?

Yeah, blinkers use DC power. As does the brake light and horn

well the problem is no electricity is on any of those cables i have a good new battery (tested) the only wires getting electricity (i checked with a electricity tester) is the cable for fuel light and the fuse box and the start engine cable....

Test them with the engine running, some circuits are powered by the regulator/rectifier only when the engine is running.
