Yup, all the depends if the engine is hot or cold. If the engine is hot the choke is off and therefore it should start straight away. If the engine is cold it need more petrol to run and that's why the choke is there. If the choke is broken, stuck it will not pass enough money to the carb. Try blowing through the petrol tank forcing the petrol through to the carb, check the spark plug if its wet etc. If you blow through the tank and it starts it may mean that your choke is broke. The best thing to do is borrow a choke of someone and fit it to check.
