White specks on bodywork and seat?

after cleaning my moped I have noticed these odd white marks in different shapes but mostly dots?

They won’t come off almost looks like paint but isn’t paint?

Wtf?

Never saw it on the seat but now there are some?

 

Reaction to something?
Maybe it is paint, like over spray from a neighbour painting something?

 

No clue tbh... I wonder if it’s the same thing I saw on my old car...

I only used hand gel soap and washing up liquid and also car shampoo and then water to get it all off. No spray from neighbour...
