I have never raced myself, apart from racing in the streets as a despatcher, but seen plenty of races, and wonder why you want anything decent to start with. If you don't have at least one spill a season, I would be surprised, so get some panel repairing kit together now!

as for the bike, won't you want to rebuild/check it over anyway, and change the suspension.

if it was me, I would be looking for a complete bike, straight frame, ticket expired non-runner.

other bikes ? the reason the zip is the bike, is power to weight possibilities and handling ability, leave the suggestions to the more knowledgable.

Vespa ET's are pretty much the same as zips only slightly larger. They take crashes quite well as well as you can bang the body work back out. They aren't actually that much heavier as well. The problem is that they are air cooled so it's a bit tricky to fit all the bits in to make one liquid cooled. My Vespa project is pretty much building a race bike.

Old shape NRG's also came liquid cooled but the problem with them is that you can't buy panels easily/cheaply so they aren't really the best bike for racing.

The zips are good because there are plenty of cheap replacement parts for them. They have a short wheelbase which is best for scooter racing as it's done on gokart tracks.

Runners are a bit heavy but you can lighten them up. Just removing some of their huge fuel tank will help with that. You can get cheapish body kits for them as well.
