The Gilera runner 180 2t scooter suffered from poor starting when cold, we used to clean and lube the starter motor and that helped a lot, another trick to find this problem out was to remove the rear light bulb then start it up. 9/10 times it worked, you could try the same thing, remove bulb then try starting. I fitted a relay to my old 180 typhoon to cut the rear brake light off when the engine was cranking over. This idea was first noted in an oil scootering mag.
