Typhoon 4T vacuum filter?

    Hi guys. Having to use a bit of throttle to get started so thought id check the fuelling. There is an inline filter in the fuel tap vacuum line, this seems to be restricting the vacuum. Any reason why it cant be removed? I cant think of a valid reason for it to exist, possibly to dampen the vacuum pulses?? Only other possibilities are to protect the tap diaphragm from blow back or to keep bits out of the engine in the event of the tap self destructing...

    Odd that this model has no fuel filter but does have a vac filter, almost as though Piaggio made a schoolboy error.

    Sucking on the vac line before starting allows it to start 1st time, on the button, with no throttle. Im pretty sure this confirms im on the right track. Other possibility is low float height or sticking float needle.
