Typh 125 2T - Throttle twist grip won't spring back -

New top end throttle cable fitted from splitter to twist grip but I can't get the twist grip to spring back when pulled.

Please watch video below and tell me what I'm doing wrong. There seems to be a lot of slack in the cable (it's definitely the correct cable, compared with old one)
