when i am at a stand still on my bike, and when i open the throttle up it takes a few seconds for the back wheel to actually move, Could this be the clutch that is doing this? The bike is jetted correctly just to let you know lol :D

All scoots pause slightly before pull off as you have to wait for the revs to climb before the clutch engages. If it's a serious wait then it will be clutch springs.

Forgetting all of that anyway if you have all of those bits fitted and no stronger clutch springs then yes it will need some.

Buy a set that comes with a few different strengths and try them out.
