suzuki zillion possible fueling issue

iv got a suzuki zillion im 100% its getting oil but i think its not getting fuel.

there is an electrical valve on top of the carb which after lookin more into it allows fuel to the float,

this has know power with the ignition just on.
futher traceing it goes back to the cdi unit, also of same wire it powers the lights, so im assuming it is not live until the bike is running?

any light on this subject would be great

sounds like an auto choke to me, an electrically operated needle valve that richens mixture for cold starts
