THats standard for the honda lead I'm afraid. Because it is a 4 stroke there is no real restriction apart from the carb slide. If you take the air filter box off the back of the carb and twist the throttle you should see the slide move all the way up and out of sight so that you have a clear view all the way through the carb body. If it doesn't and you can still see about a third of the slide then unscrew the carb top, pull out the slide and you should see a piece of tube that stops it going all the way to the top. Take it out and chuck it and refit slide. Job done. Should now have full power. But don't expect it to go like a two stroke. It is more reliable but a little slower. Apart from that you could look a trick parts.

is the drive belt worn out? i know the 4 stroke is not a fast motor but i would expect 50 mph or so out of it. a 50cc unrestricted can manage that.
