If you are trying to start the bike with the trans cover off, the bendix will jam against the outer pulley as it needs to be supported by the recess in the trans cover to keep it aligned. It is normal for them to feel loose with the cover off. If it is jamming then the bendix must be throwing out ok but it still may not be retracting properly.

If it is jamming when trying to start with the cover on then either the outer pulley is incorrectly located on the crank causing it to remain in contact with the bendix, or the bendix might be stuffed and not retracting which would cause the same thing to happen. It is sometimes possible that the bike will still start if the bendix and outer pulley remain in contact but the bendix would be spinning very fast in it's housing. I had this happen to my bike once and there was a loud metallic sound when you switched the bike off. You could see wear on the teeth of the outer pulley. A new bendix and outer pulley fixed it for me.

Make sure the recesses on each end of the bendix have a littl egrease in them and make sure the bendix is sitting in it's hole properly before putting the trans cover on. If it is really loose and just hanging there then the brass bush may be worn and might need to be replaced.
