if i remember rightly its part of the CDI unit, the best way to bypass it is to get an aftermarket CDI

    OR

Convert the stator and CDI to that of an italian scoot like the yam or the piaggio system (i know yam are jap but the engines are italian)

the aftermarket cdi's are probably the best way round it... you can program the key but if the method your using is the manufactor method and its not working chances are the key/cdi is blanked from lack of power/static/shock/water (depending on what has faild)

chances are it was a lost key, it was replaced and didnt get programmed by the last owner?
need the master key to program any new key so it may be the problem, your maybe trying to program it with a "read" key rather than a "write" key
